Direct answer
The Personnel console becomes available in Cycle 3. Open an operator's Focus Tree and choose Change Specialization at the lower right. Hands-on reporting says this costs nothing and refunds spent Focus Points, but story-awarded talent points are not part of that refund.

When respec unlocks
Hands-on reporting places the Personnel console unlock in Cycle 3. If the option is absent earlier, continue the campaign rather than assuming the interface is broken.
What gets refunded
The reported respec flow refunds Focus Points spent in the selected development path and does not charge credits. Talent points granted directly by story progression are described separately and should not be assumed to return.
Can recruited operators respec
The same hands-on source reports that recruitable operators can change talents through the Personnel console. Save before experimenting if your campaign rules allow it, then verify the operator summary after rebuilding.
Respec is not a roster reset
Changing a specialization does not imply that species, appearance, authored identity, recruitment history, or every story-linked trait can be replaced. Use it to correct a development path, not to recreate the character.
